At the beginning of the new millennium, public health issues facing worked in the past that have become to emerge on the stage of health and other groups' own recent transformations in the world today.

From space, Chair Public Health promotes the Faculty of Health Sciences, Free University, was necessary to reflect off the momentum of public health and to ask whether the developments that has made this field of knowledge in theoretical and technical enough to meet the health demands of the new millennium, or is necessary to move towards a new paradigm explaining the health collective phenomena leading in turn to a new institutional and social praxis.

This debate is not new and has been with us for several centuries and is still not resolved, but the truth is that today supports a public health crisis that demands to review its principles and its actions.

In this way, alternative proposals are taken up for decades, as is the case from the perspective of social determinants of health, returned by the WHO through the Commission on Social Determinants of Health was created in 2005, seeking an explanatory model most comprehensive listing of health-disease process and the time to articulate a comprehensive response to the various institutional sectors and the communities directly.

In Colombia, this process has occurred in recent years as part of a driven health reform in 1993 which produced a fundamental shift in the understanding of public health and the organization of the institutional response to public health problems of country, to date has shown significant limitations.

PUBLIC HEALTH LECTURE The Free University Sectional Cali, is a seminar forum, open and ongoing, created as a forum for thoughtful exchange of thought and knowledge building around the field of public health and social medicine, which Academic support will be the stage for the formulation of public health policies. It is in this sense a contribution Free University to understanding the dynamic determinants of health in the city, region and country.

- Reviewing the historical background public health and social medicine and differentiate their theoretical assumptions, technical and political.

- Reflections on epistemological barriers that impede progress towards a new paradigm to address comprehensively the field of collective health.

- Reflecting on the concept of public health and its impact on human resource training and academic research lines.

- discuss the current challenges of public health arising from the field of social medicine.

- Talk about the possibilities of expanding the health perspective of the groups from the perspective of social determinants health.

- Discuss the effects of health reform in Colombia on the design, organization and results of public health in the country.

- Open debate on the necessary reforms in health policy to address public health problems in the country.

GUEST PROFILE

Dr. Mauricio Torres Tovar is a surgeon who graduated from the Universidad Nacional de Colombia and public health and Diploma in Occupational Social Security of the National School of Public Health, University of Antioquia. He is an advisor on issues of public health, occupational health, right to health and citizen participation in health.

He has taught at the Faculty of Medicine, National University of Colombia in the area of \u200b\u200bSocial Medicine, a consultant for participation of the District Department of Health, national campaign coordinator for the right to health of the Colombian Platform for Human Rights Human Rights, Democracy and Development and coordinator from the German Technical Cooperation Agency GTZ Project on your component PROSEDHER the right to health of the Ombudsman.

has experience in the area of \u200b\u200beducation and social sectors and organization of workers, and the generation of mechanisms for monitoring and enforcement of the right to health. Has developed research projects in the analysis of the impact of living conditions and work on collective and individual health. Has several publications in books, journals and media.

is currently the General Coordinator of the Latin American Medical Association Social - ALAMES , political spokesman of the National Movement for Health and Social Security and coordinator of the facilitating organizations of civil society in Latin America in the context of initiative of the Commission on Social Determinants of Health, WHO.
